Are they just tools to show who's dumb?

Seriously, no one knows when to go. They should just pick the busier street as the right of way.

as a rule, the person who stops first is supposed to go first, 2nd to stop, 2nd to go, etc.  if two people stop at the same time, the one on the right goes first.  if the two stoppers are directly across from each other, the one going straight takes off first before the one who turns.  if they're both going straight, then it doesn't matter since they'll pass each other.  if each is going left from his stop, the one who puts down their cellphone first is the one to go first, but proceed with caution.
